The Autosécurité Group
The satisfaction
of our customers
is our
priority
The Autosécurité Group consolidates two long-established technical inspection operators for vehicles, “Bureau d’Etude et de Contrôle en vue de la Sécurité Routière” (Autosécurité S.C.A.) and “Bureau d’Inspection Automobile” (B.I.A.).
As an accredited private body, our aims run along two main lines:The technical inspection of motor vehicles and the organisation of theory and practical tests for obtaining a driving licence. Added to these are road safety, accident prevention and driver training and awareness, as well as reducing polluting emissions associated with mobility.
At the beginning of the 1930s, Autosécurité began working closely with the authorities to establish a mandatory vehicle technical inspection system in Belgium. This would become a true model for this purpose in Europe and around the world.
As a result of our ongoing development, we are now the leading operator in Wallonia, both for technical inspections and for driving tests, with an area of action covering practically half of the country and with more than a 27% market share in Belgium (80% in Wallonia).

Word from the President
The philosophy of the Autosécurité Group, as well as the innovative approach it takes to the problems associated with road safety in particular and mobility in general, were begun by our Chief Executive Officer, Mr Albert Halleux, who died on Sunday 13th August 2000.
Mr Halleux devoted his life to developing our group, as well as to promoting the areas we work in throughout Belgium and the whole world.
He left his mark on all those who knew him for his intelligence, his combative nature and his never-ending search for excellence.
He always defended, both nationally and internationally, the merits of the third-party principle in the area of the technical inspection of vehicles as being the only guarantee of independence and objectivity.
Emmanuel Halleux, his son and current Chairman of the Board of Directors, as well as the whole of the Management Board, take particular care in ensuring that these values are maintained, promoting them throughout the company’s corporate culture. The quality of customer service was his constant leitmotiv; re-engineering and improving processes were his watchwords.

Following the publication of a Royal Decree introducing mandatory technical inspections for buses and coaches in Belgium, Bureau Technique A.J. Halleux-Lemaire is among the first companies officially accredited by the government to take on the public service assignment of conducting technical inspections. In this way, Mr A.J. Halleux, founder of the Bureau, makes a significant contribution to the introduction of vehicle inspections in Belgium. At this time, only buses and coaches are required to be inspected.
Creation of Autosécurité. Since then, the progressive introduction of technical inspections for various categories of vehicle has seen the company constantly evolve.
Organisation of the first driving licence reinstatement tests
Following the introduction of mandatory periodic inspections for private cars more than 4 years old, the number of vehicles to be inspected increases considerably. The construction of new inspection centres enables this unprecedented demand to be met.
Mr A.M. Halleux, son of the founder, takes over the reins of the company. International investments aimed at promoting programmes to align the policies associated with technical inspections and to protect the environment in the context of mobility.
Mr Halleux contributes actively in the creation of CITA, the International Motor Vehicle Inspection Committee, of which he remains general secretary until he retires.
Theory and practical tests become obligatory for all would-be drivers. Autosécurité is given the assignment of organising these tests.
Through his strong will and commitment, Mr A.M. Halleux obtains Consultative Status, category II, for CITA with the United Nations and ECE.In Belgium, he continues his objectives with Autosécurité:
- to keep improving the quality of the services provided;
- to defend the third-party model in order to avoid conflicts of interest between the inspection of a vehicle and the potential benefit associated with carrying out repairs, as well as to ensure that driving schools are able to decide themselves what degree of preparation a candidate requires.
ISO 9002 certification for vehicle inspection activities. Since February 2006, this certification has been extended to the sector for driving licences. This certification was confirmed again in 2016 by transition to the ISO 9001-2015 standard.
Formation of a Management Board following the death of Mr A.M. Halleux. His wife, Arlette Lehyme, continues to chair the Board of Directors.
